If Carmel Valley incorporates, there's a small item called money.

So you build a city hall $$.
You buy a new vehicle for the city manager $$$.
You have to have a finance director to collect taxes and pay expenses $$.
You need a planning department and building inspectors $$$.
You buy a new vehicle for the building inspectors (maybe two) $$$.
You hire a director for public workers and employees to work on roads, etc. $$$$.
Public works needs trucks, backhoe, street cleaners, etc. $$$$$$.
Police department needs a chief and patrolmen and lots of cars $$$$$$$.
Fire department and ambulance you contract $$$$.

Where's the money? From residents' property tax? From business license fees that all businesses will be subject to?

Valley residents need to see a budget before November.
