C.V. doesn't need incorporation

Didn't the Carmel Valley master plan — agreed to years ago — limit development in the valley to existing lots of record, approximately 450, with small exceptions, September Ranch? Don't we have a virtual moratorium on building based on traffic and water? Aren't restrictions on new wells in place? So where are the issues the incorporation proponents insist will create new development. The new development could come from a City Hall and related structures, police, maintenance yards, etc.

If there was a time for incorporation as a city, that would have been 35-plus years ago. That time has past. We don't need the extra layer of government and expense the proponents want. Vote "no" on incorporation.
