Take lesson from Marina incorporation

Monterey Herald -- Oct. 28, 2009

I have many concerns regarding the possible incorporation of Carmel Valley.

I grew up in Marina and remember when a pro-incorporation worker came to our door asking us to sign a petition to begin the incorporation process. The reason to incorporate was the same as the Carmel Valley pro-incorporation group is using: stop the county's approval of unwanted development.

Look at Marina today! I doubt anyone envisioned what has taken place over the past 30 years as ideal. Incorporation supporters may have the best of intentions now, but what happens in 20 or 30 years?

Karen Strasser Kauffman has mentioned in-fill development. Where is that taking place? Between the village and Mid-Valley? Mid-Valley and the mouth of the valley? Is that rural? And the size! A town as big as all the other Peninsula municipalities combined?

I read the fiscal analysis for incorporation. Nothing in the report convinces me there is cost confirmation; there is a lot of use of the words "assuming" and "if" when stating costs and revenue. As Dave Potter so aptly stated in a 2003 Herald article: "These incorporations historically fall apart when the price tag is made clear." It's clear to me. No on G.
