The town, the city, the Wiki

Monterey Herald -- Oct. 31, 2009

To all you Carmel/Carmel Valley incorporation voters! According to Wikipedia, there is no legal distinction between an incorporated city and an incorporated town in California under Government Code Sections 34500-34504. There are 22 incorporated municipalities that are styled as "town of (name)" instead of "city of (name)."

The last town to incorporate was Truckee in 1993 after a few failed attempts. They now have a town staff of 65 people plus five as town council with 18 departments and a hotel tax of 10 percent. We should investigate the success of this town at www.townoftruckee.com. They provide their fiscal analysis, etc. in .pdf files.

Goleta is the last city to incorporate, in 2003, also after a few failed attempts, and only a portion was included.

You've already heard about the many risks of becoming a town/city — financial, services, developments, lawsuits, etc. Don't let the proponents scare you into feeling that we can't bring this back to vote at a later time. We need more time and financial stability globally. What if the study that's required after becoming a "town" finds we can't be financially viable after all? Please, vote No on G.
