More Incorporation Info Needed

In an April 22 letter to the Pine Cone, Glen Robinson proposed debates on how the boundaries for the Carmel Valley incorporation should be set. He asserted the fiscal analysis had now answered all necessary questions about the incorporation and the time has come to resolve the boundary issues. In a blunt statement, he declared all previous votes by homeowner associations in the boundary areas as irrelevant or bogus and called for a fresh round of debates on how these groups really feel about incorporation and where they think the boundaries should be.

Contrary to what he says, the fiscal viability of the incorporation has not been determined, nor can boundary issues be resolved at this time, according to Kate McKenna, executive officer of LAFCO, the agency responsible for managing the incorporation process. She confirmed that the fiscal analysis is still undergoing revision; revenue neutrality negotiations with the county remain in their beginning stages, and an initial EIR study has yet to be begin and could lead to months – even years – of work if a full EIR is required. Any of these processes could break down to halt or delay the incorporation. All will produce essential information for assessing the incorporation proposal, overall, and for dealing with boundary issues. The required information is simply not available at this time on which to base useful debate about the incorporation or its boundaries, she said. Setting the boundaries will be one of the last things we do.

The time for debates will come, but this is not the time, nor is initiating them in terms of vicious attacks on individuals and groups the way to set them in motion
