Dear Editor:

Since this whole incorporation process began, local citizens were told that proponents were responsible for the entire cost of their campaign to turn Carmel Valley into a city. We were told that LAFCO was an impartial third party and that it would be wrong for a government agency to spend taxpayer money for someone's pet project.

But LAFCO is not impartial. It forgave more than $43,000 of proponents' debt. In other words, LAFCO gave proponents taxpayers' money in their political attempt to turn Carmel Valley into a city. This is not impartiality, this is advocacy.

LAFCO might have given even more taxpayer money to the city proponents, but this was put on hold after LAFCO commissioners decided to require an environment impact report.
